The Under Secretary for Personnel and Readiness is the principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense for Total Force Management as it relates to readiness; National Guard and Reserve component affairs; health affairs; training; and personnel requirements and management, including equal opportunity, morale, welfare, recreation, and quality of life matters.

Combating Trafficking in Persons Program Management Office (CTIP)

Combating Trafficking in Persons (CTIP) Program Management Office provides DoD-wide policy guidance, training, and public awareness materials to combat trafficking in persons. CTIP offers General Awareness training as well as specialized trainings for Investigative Professionals, Acquisition Professionals and DoD Education Activity Professionals.

Guiding Principles

  • Reduce the risk and incidence of trafficking in persons (TIP) within DoD's garrison and deployed operations
  • Identify victims and help alleviate suffering
  • Improve TIP monitoring and reporting
  • Identify TIP criminal activity
  • Educate stakeholders on DoD's stance on trafficking in persons
  • Train all DoD personnel on combating trafficking in persons
  • Inform contractors of DoD CTIP policies and best practices
