William H. Booth
William H. Booth, a member of the Senior Executive Service, is the Director, Defense Human Resources Activity (DHRA), reporting to the Under Secretary of Defense for Personnel and Readiness (USD (P&R)). In this capacity, he has direct oversight for all operational activities across the Field Activity’s organizations. Mr. Booth is responsible for DHRA enterprise-wide planning, programming, resource analysis, operational policy, and operational execution for the DHRA component organizations.

Ms. Julie Blanks serves as the Principal Director under the Deputy Assistant Secretary of Defense for Civilian Personnel Policy. Her responsibilities include formulating human resources management plans, policies and programs that affect over 900,000 Department of Defense civilians.
Dr. Michael A. Nugent
Dr. Michael Nugent serves as the Director of the Defense Language and National Security Education Office (DLNSEO). In this role, Dr. Nugent advises the Deputy Assistant Secretary of Defense (Readiness) on policy and programmatic matters regarding foreign language, culture and regional expertise for Department of Defense personnel. Dr. Nugent also develops and oversees plans and programs valued at $2B per year, and evaluates changes in legislation, policies, regulations, directives, and funding to assess the impact on language, cultural, and regional capabilities within the Department for Active Duty, National Guard and Reserve personnel, DoD civilians, and contractors.
Michael V. Sorrento
Mr. Sorrento, a member of the Senior Executive Service, currently serves as the Director of the Defense Manpower Data Center (DMDC), a high performing operational support organization reporting to the Under Secretary of Defense for Personnel and Readiness. DMDC maintains the central repository of 50 million records for military, civilians, retirees, family members, and selected contractors. It is also the central point in the Department of Defense (DoD) for contract data.
Dr. Keita M. Franklin
Dr. Keita Franklin, a member of Senior Executive Service, is the Director for the Defense Suicide Prevention Office. She is responsible for policy and oversight for the Departments Suicide Prevention programs.
William R. Mansell Jr.
Mr. Bill Mansell assumed the duties of Director, Defense Travel Management Office on October 31, 2016.
A member of the Senior Executive Service, he is responsible for Department of Defense commercial travel management, travel policy and implementation, travel charge card program management, customer support and training, functional oversight of the Defense Travel System, and station and housing allowances program management.
Stephen R. Daniels
Acting Director, DPFSC
Stephen Daniels serves as the Acting Director for the Defense Personnel and Family Support Center (DPFSC). DPFSC is a newly formed organization to promote and enable the primary missions of the Employer Support and Guard Reserve (ESGR) program, the Yellow Ribbon Reintegration Program (YRRP), the Transition to Veteran Program Office (TVPO), the Federal Voting Assistance Program (FVAP) and the Computer/Electronic Accommodations Program (CAP).
Joel B. Sitrin
Joel Sitrin has worked for the DoD Office of the Actuary (OACT) since 1991. He was named Deputy Chief Actuary in 1999 and Chief Actuary in 2002. He plans, directs, and oversees OACT’s work, including actuarial valuations and cost analyses related to DoD’s military retirement system, retiree health benefits system, Voluntary Separation Incentive program, Survivor Benefit Plan, and education benefits programs; and he supervises all senior OACT staff members.
Matthew D. Boehmer
Mr. Matt Boehmer is the Director of the Federal Voting Assistance Program. He served as the Acting Director of FVAP from January 14, 2013, until his selection as permanent Director in November 2013. FVAP is a component of the Defense Human Resources Activity (DHRA). In his capacity as the Director, Mr. Boehmer administers the federal responsibilities of the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) for the Secretary of Defense, who is the Presidential designee. The Act covers the voting rights of Uniformed Services personnel, their eligible family members and all U.S. citizens residing outside the United States.
Rear Admiral Ann M. Burkhardt
Rear Admiral Ann M. Burkhardt assumed the duties of Director, DoD Sexual Assault Prevention and Response Office (DOD SAPRO) on 5 April 2017, following a career of decorations which include the Defense Superior Service Medal, Legion of Merit (three awards), Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (five awards), and the Navy and Marine Corps Achievement Medal.
