Unsolicited Proposals (UP)

The Federal Acquisition Regulation (FAR)/Revolutionary FAR Overhaul (RFO) contains detailed procedures and requirements for UPs at RFO FAR Subpart 15.5. In addition to the RFO FAR guidance, a UP guide has been created for the purpose of facilitating UP submissions to the Defense Human Resources Activity (DHRA).

The guide provides information on how to submit UPs to the DHRA, to include a centralized email for submissions. The centralized receiving office will forward UPs to the appropriate program areas for review and/or evaluation. DHRA will not review or evaluate proposals that are incomplete or that do not meet the requirements prescribed in the RFO FAR.
