Maj. Gen. Clement S. Coward

Director, SAPRO

Army Major General Clement S. Coward assumed the duties of director of the Department of Defense (DoD) Sexual Assault Prevention and Response Office (SAPRO) in September 2020. The office establishes policy and conducts oversight on efforts to assist victims of sexual assault, encourage greater reporting, empower survivors to recover, and prevent the crime.

MG Coward graduated and received his commission in the Air Defense Artillery branch as a 2nd lieutenant from the University of North Carolina at Wilmington and entered active duty in 1989. He holds a Bachelor of Arts in Speech Communications, a Master of Arts in National Security and Strategic Studies from the Naval War College, and a Master of Science in Strategic Studies from the Army War College.

Prior to joining SAPRO, MG Coward was the commanding general of the 32nd Army Air and Missile Defense Command based at Fort Bliss, Texas.

MG Coward has leadership experience at all levels of command, including: Platoon Leader and Battery Executive Officer with 4th Battalion, 43d Air Defense Artillery, Giessen, Germany, including Operation Desert Storm, Israel, and Operation Determined Resolve, Saudi Arabia; Battalion Commander of the 3d Battalion, 43d Air Defense Artillery, Fort Bliss, Texas; Secretary of the Joint Staff and Chief of Operations, United States Forces Iraq, Operation Iraqi Freedom; Commander of the 11th Air Defense Artillery Brigade, Fort Bliss, Texas and Deputy Commander, 32d Army Air and Missile Defense Command, Fort Bliss, Texas.

MG Coward’s key staff positions have also included: Deputy Director for Force Protection on the Joint Staff J-8; Director, Business Operations, Office of Business Transformation, Office of the Under Secretary of the Army and the Strategic Initiatives Group Chief for the Secretary of the Army.

MG Coward's military awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal, Humanitarian Assistance Medal, Parachutist Badge, and the Army and Joint Staff Identification Badges.

MG Coward is married with two children.
