Defense Human Resources Activity (DHRA) is now an official grant processor, and all grants and cooperative agreements must be processed by the DHRA Enterprise Operations Center (DEOC) Contracting Directorate (PK). This section of the site will help you understand the process for applying for a grant or cooperative agreement.
Keep in mind that grants and cooperative agreements work differently from contract awards. In a contract award, the government acquires supplies, services or property for the government's benefit. Grants and cooperative agreements, on the other hand, are used when the Government transfers a thing of value to a recipient to carry out a public purpose of support or stimulation authorized by specific law.
