Welcome to the Defense Human Resources Activity (DHRA), Office of Small Business Programs (OSBP) website. Small Business is big business at DHRA, contributing significantly towards our mission and programs. DHRA OSBP is committed to promoting and facilitating opportunities for small businesses to add value, innovation and efficiency to our diverse efforts in support of the warfighter. We strive to increase awards to Small Business, Service-Disabled Veteran-Owned Small Businesses, Woman-Owned Small Businesses, Small Disadvantaged Businesses, and Historically Underutilized Business Zone (HUBZone) business concerns.
OSBP is responsible for advising the Director on small business related matters, review acquisitions for small business participation as prime and subcontractors, and assist and advocate for small businesses.
VISION: Foster a robust small business culture that values the agility, affordability, and innovation small business offers to the DHRA Enterprise and our customers.
MISSION: To ensure small business opportunities are a priority in all DHRA acquisitions. Promote and facilitate strategies which allow small businesses to add value, innovation, and efficiency to our diverse efforts in support of the warfighter.
DHRA, OSBP participates in a number of outreach and matchmaking events each year, including hosting an annual event. We also host occasional industry days and one-on-one capability briefings. Please look for announcements on Beta.SAM.gov, this website, or receive notifications by registering in our Small Business Vendor Database.

Vendor Visits
DHRA hosts small business vendors for information visits, capability briefings (by invitations) and occasional on-site events. Visitor clearance is required and parking can be provided. Please refer to the information below to prepare for your visit.
DHRA is a unique organization with several component organizations and programs. Small business vendors that are interested in doing business with DHRA are encouraged to use the www.DHRA.mil website to explore and learn about our organization. Small businesses that want to do business with DHRA are encouraged to register for our Small Business Vendor Database, Vendor Request form. Small businesses are encouraged to contact OSBP directly with questions or requests to visit:

Small Business Vendor Database
The Office of Small Business Programs maintains a 'Small Business Vendor Database'. This database is used for market research and as a way to provide small business news, updates, and event invitations. In order to be added to this database, your Dynamic Small Business Search (DSBS) profile must contain a link to your firm's capability statement, add your capability statement link and update your profile regularly at SBA Connect Then complete and submit this Vendor Request form to our email: dodhraosbp@mail.mil
